In a large bowl, combine the sliced apples with white sugar, flour, cinnamon, nutmeg, and allspice. Toss until the apples are evenly coated.
Remove the frozen pie crust from the freezer and pour the apple mixture into it. Dot the top with butter.
Lightly cover the pie with aluminum foil (do not seal) and bake in the preheated oven for 10 minutes.
While the pie is baking, prepare the streusel topping. In a medium bowl, mix together the flour, oats, brown sugar, lemon zest, and cinnamon. Cut in the butter until the mixture resembles coarse crumbs.
After 10 minutes, remove the pie from the oven and sprinkle the streusel topping evenly over the partially baked apples.
Reduce the oven temperature to 375°F (190°C) and return the pie to the oven.
Bake for an additional 30 to 35 minutes, or until the streusel is golden brown and the apples are tender.
If the streusel starts to brown too quickly, loosely cover the pie with aluminum foil to prevent excess browning.
Once baked, remove the pie from the oven and allow it to cool slightly before serving.
