- Preheat the oven to 350°F (175°C). Line a 9×13-inch baking dish with parchment paper, leaving some overhang for easy removal of the brownies.
- In a large bowl, whisk together flour, cornstarch, cocoa powder, baking powder, and salt. Set aside.
- In the bowl of a stand mixer fitted with the paddle attachment, beat eggs, sugar, butter, and vanilla on medium speed until light and fluffy.
- With the mixer off, add the flour mixture. Turn the mixer on low and mix until well combined.
- Pour the brownie batter into the prepared baking dish and bake for 30-35 minutes, or until done. The brownies are done when the edges appear set but the center is still moist. Let the brownies cool at room temperature before chilling in the refrigerator for 2 hours.
- In a medium saucepan over medium heat, combine butter, sugar, and heavy cream. Stir occasionally until the mixture comes to a boil.
- Continue boiling, without stirring, until the mixture reaches 246°F (118°C) on a candy thermometer, about 6 minutes. Remove from heat.
- Stir in peanut butter, marshmallow fluff, and vanilla until combined.
- Pour the nougat mixture over the chilled brownies. Sprinkle salted peanuts on top and gently press them into the nougat layer. Chill in the refrigerator or freezer while preparing the caramel.
- In a medium microwave-safe bowl, combine caramel bits and heavy whipping cream. Heat in the microwave in 30-second intervals, stirring in between, until fully melted and smooth (about 1-2 minutes). Set aside.
- Pour the caramel mixture over the nougat layer. Return the pan to the refrigerator or freezer to set while preparing the chocolate layer.
- In a small microwave-safe bowl, combine chocolate chips and vegetable oil. Heat in the microwave in 30-second intervals, stirring in between, until fully melted (about 1-2 minutes total).
- Pour the melted chocolate over the caramel layer, using an offset spatula to spread it evenly. Return the pan to the refrigerator to chill for 15-20 minutes, or until the chocolate has completely set.
