- In a saucepan, combine the sugar, cocoa powder, butter, and milk. Bring to a rolling boil over medium heat while stirring continuously.
- Once boiling, let it cook for 1 minute without stirring, then remove it from the heat.
- Stir in the rolled oats, vanilla extract, and salt until well combined.
- Drop spoonfuls of the mixture onto wax paper or parchment paper. Let them cool and set completely before serving.
