- Preheat oven to 375°F (190°C) and grease a 9x13-inch dish. Brown the ground beef in a skillet, adding onion and garlic until softened.
- Layer potatoes, carrots, peas, and half the beef mixture in the dish. Repeat layers. Mix soup with water and pour over the top. Cover with cheese.
- Cover with foil and bake for 45 minutes. Remove foil and bake for 15 more minutes or until potatoes are tender and cheese is bubbly.
- Let cool slightly before garnishing with parsley, if using, and serve warm.
