- In a large pot, heat olive oil over medium-high heat. Add ground beef, onions, and garlic. Cook until the meat is no longer pink.
- Add carrots, cabbage, beef stock, tomato sauce, white rice, bay leaf, and brown sugar to the pot. Season with salt and pepper to taste.
- Simmer for 25 minutes, or until rice is fully cooked.
- Remove the bay leaf before serving.
- Garnish with fresh parsley and cheese if desired.
