- Preheat your oven to 350°F (175°C).
- In a large skillet, add a splash of oil over medium heat and sauté the chopped onion and minced garlic until fragrant and translucent, about 3-4 minutes.
- Add the ground beef or turkey to the skillet, breaking it up as it cooks until it's browned and cooked through. Drain any excess fat.
- In a large mixing bowl, combine the cooked meat mixture, chopped cabbage, tomato sauce, diced tomatoes, cooked rice, salt, pepper, and paprika. Mix well.
- Pour the mixture into a greased 9x13 inch baking dish, spreading evenly.
- Cover the dish with foil and bake in the preheated oven for about 45 minutes. Remove the foil and bake for an additional 15 minutes to get a nice surface.
