- In a large mixing bowl, whisk together the mayonnaise, sour cream, sugar, apple cider vinegar, celery salt, onion powder, garlic powder, smoked paprika, dill, and ground black pepper.
- Add the cooked macaroni, sliced green onions, and diced tomatoes to the bowl. Toss everything together until evenly coated with the dressing.
- Cover the bowl and chill it in the refrigerator until you’re ready to serve.
- Right before serving, gently fold in the chopped romaine lettuce and crumbled bacon. Give it one last toss to combine.
